Most VGA-HDMI devices convert from an HDMI source to a VGA display. This device goes the other way: it takes a VGA source (and USB audio) and connects it to an HDMI display. The USB audio emulates an ABC C-Media USB headphone set (VID_0D8C,PID_000C); Windows 10 and various other OSes have built-in drivers. If you don't need audio, you can plug the USB port into any source of USB power, but you need to plug it in somewhere or the device will not work (it's powered from the USB port). The device presents itself on the VGA port via EDID as an "HJW VGA TO HDMI", and it claims to do a bunch of standard resolutions up to 1920x1080 as if it were a standard 1080p monitor/TV, regardless of what resolutions the HDMI display connected to it actually supports. So use this only to connect a 1080p HDMI display to a VGA source: for example, to connect your VGA laptop to a 1080p HDTV.
